There are certain terms that are thrown around a lot like High Limit and High Roller. They’re not always defined with precision, but for good reason:
What is a high roller in gambling?

A high roller is a player who goes to a casino and plays with a significant amount of budget on a specific visit. This amount can vary by casino, but often can get into the thousands for a single day, or tens of thousands and above for a multi-day trip.
The reason why the criteria can shift is that a high-end property in a busy market like Las Vegas will have different criteria than a hole in the wall locals place. Casinos that offer and recruit big players willing to do big bets on tables or slots will have a different criteria than one that doesn’t even have a high limit room.
So that’s why there’s no crystal clear definition. For what it’s worth, that’s why some casinos have incredibly high bets in their high limit slots room, while others may have games you can do $1-3 a spin in the right circumstances.
And similarly that’s why there’s no concrete definition for what qualifies you for a host. Lower-end properties will qualify you at a lower level than a higher-end one.
But generally speaking, these are going to be a small percentage of the overall base of bettors, and generally have a higher amount than most in the casino to spend and wager.
Those of us doing smaller bets will generally know we don’t qualify, and those of us doing bigger bets will often know if we’re classified as one by the casino by the response we get from hosts and the offers sent to woo us back for another visit.
There are some players who over the course of a year spend a lot, but because they spread their money so thinly through high visitation they aren’t considered a high roller, but they’ll get recognized in other ways given their tier level, and will get special attention on that basis.
